[MilCom] KC-135 "Bolt 14" has troubles

It is 8:49pm EST (0149z)
   MacDill AFB KC-135 is reporting a problem noticed right after takeoff: #2 
inlet valve will not open.  Pilot says that this situation, coupled with 
threatening weather on the track, means it is probably not a good idea to do the 
air-air refueling scheduled for tonight.
   He has made several phone patches, via MacDill's Lightning Ops on 311.0, 
and now is considering options on whether to dump fuel or get a waiver to allow 
landing.  The acft is carrying 90,000 pounds of fuel.
