[MilCom] BOLT 31 has trouble

It is 10:22am EST (1522z)
  BOLT 31 (KC-135) is RTB to MacDill AFB with a problem.  They have a strong 
smell of electrical heating coming from a relay panel.  No smoke yet, but the 
crew is on oxygen.
  Comms with Lightning Ops on 311.0 and with Thunder Ops on 292.1.
