Re "guarding" military bases, besides the issue of contracted vs military
guards, there has also been an issue between military and civilian employee
guards. It has been 10 years since I've worked on an Army base, but when I
did, the guarding duties were shared between MPs (military) and a security
organization made up of civilian employees. The MPs were responsible for
guarding the perimiter of the base, and acted as traffic cops on the roads,
but the civilian security guards were responsible for all the secret and high
sensitivity surety areas inside the base, ie places that had razor wire, etc.
At the time I left, I seem to remember some talk about the civilian
security office being contracted out. So I'm wondering about whether it was
the civilian employees that were replaced at the bases mentioned or if it was
military MPs? However relative to monitoring, I used to have an easier time
monitoring the security guards than the MPs, even though the security guards
were the ones responsible for more sensitive aspects of the job.
