[MilCom] EAM Message Contents?

Jeff & the group:
I'm wondering why prior to transmission of the full EAM's they repeat the
first 6 letters/numbers 2 times?
Personally I think that these 6 characters refer to specific mission
checklists for that day. The rest of the
message refers to action items in the checklist.
I really don't think that time is spent decording those individual/group of
characters rather the first 6 refer
to the specific mission checklist & after that the character positions
indicate the specific actions in the checklist.
Wondering what others think?
