[MilCom] MIL: 8992.0 - ROMEO SIERRA CHARLIE and OFFUTT

     11175.0 was active at 1825z with OFFUTT (fair levels here)
calling ROMEO SIERRA CHARLIE a number of times for a radio check with
no response and gone.

     8992.0 was active at 1826z with OFFUTT (weak/mostly readable)
working ROMEO SIERRA CHARLIE (unheard here) and requesting that he
stand by for [gabled] and quiet.
