[MilCom] RULER 21 Bound for Russian Sub Rescue?

This afternoon I heard RULER 21 (C-17A, 172d AW/183d AS, MS ANG, Jackson, MS) was on NAS New Orleans Base Ops (379.15), advising what they needed to off-load empty pallets, and parking instructions. 
 
No big deal. It wasn't even worth posting until the local news this evening reported Phoenix International, a deep sea diving company, was loading up to depart from NAS New Orleans to aid in the rescue of the trapped Russian submarine. The video showed the equipment being put on pallets, and a C-17A parked in the background.
