[MilCom] Pilot Dispatch freq?

 Tonite had aircraft into Dover CP 349.400 who said he was trying to contact 
"Dispatch on 269.120"...Not a regular known Dover freq.
  Said he had  no reply from Dover but maybe they haven't made freq switch 
yet.
Was wondering if old standard dispatch freq 372.200 could be history as Air 
Force continues to clear that upper 300 MHZ range and maybe 269.120 is new AF 
Pilot disp freq?

 May be worth while to plug this freq 269.120 in and see whats up.
