[MilCom] New Orleans Area Milcoms

The SCOUT c/s being heard lately is most likely the 970th AACS AWACS out of
Tinker.  This is the USAF Reserves squadron from the 552nd ACW.  SCOUT ## is
the front end callsign for ATC, towers, etc. while THUMPER (phonetic letter)
is the rear controller's callsign.  They've been using this callsign since
at least 1997.
