[MilCom] Callsign, Congo base. A/C callsign Bravo Delta 161

Bravo Delta (BD) is used by VR-64 (C-130T) from NAS JRB Willow Grove,PA.  
Also, BD-161 is one of the Hercs used by VR-64 (# 165161).
 
My guess it was one of WG's Hercs especially considering your  location.
