[MilCom] MIL: 11175.0 - ARMAMENT - standing by for traffic

      11175.0 was active at 1630z with ARMAMENT (weak/readable levels here) 
calling MAINSAIL under OFFUTT (good/strong) working another station for a 
signal check, with no known response.  The freq became active with OFFUTT's 
rebroadcast of multiple EAMs at 1631z.

      11175.0 was active at 1641z with ARMAMENT (weak/readable) "STANDING 
BY FOR TRAFFIC" (2x) and out.
