Glenn & I discussed this when GW was in Denver and we came to the conclusion thatit was ORDERWIRE, even though I didn't hear anything on it (not SSB capable yet at 300 MHz), and also 300.4 was a new ORDERWIRE freq (at least not listed until that time).  One clue is that when AF-1 is in the air with POTUS (and no jokes about POTUS SHRUB pls <grin>), there will usually be an ORDERWIRE uplink.  As AF-1 departed the area, the sig on 300.4 faded into zilch.
