[MilCom] Westover JARB Spt Nets Go Digital

Well it appears that most of Westover JARB's 16 base radio support nets have
gone silent.

Digital capable scannerists are reporting that apparently the new system is
operating in the 138-144, 148-150 mhz bands, and at least at this time is
APCO 25 digital scanner monitorable.

Initially, it looks like the system is operating both as conventional
repeaters and simplex systems.  However, some hobbyists believe that there
will be a migration to a VHF trunked radio system in the future.

Should prove to be an interesting challenge to anyone in the Springfield MA
area with a digital capable scanner.
