[MilCom] MIL: 8026.0 - SNOW PLOW

      8992.0 was active at 0756z with ANDREWS (good levels to weak levels 
depending on site used) working SNOW PLOW (unheard here) and asking him to 
"QSY to 290".

      8026.0 was active at 0758z with ANDREWS (weak/barely readable) 
calling and briefly working SNOW PLOW (unheard here).
