[MilCom] MIL: 8992.0 - RULER 15

      8992.0 was active at 1748z+ with RULER 15 (good levels here) calling 
MAINSAIL numerous times, eventually raising MCCLELLAN (unheard here but ok 
to RULER 15) at 1752z for a radio check and gone.
