[MilCom] MIL: 8992.0 - BIRDS EYE

      8992.0 was active at 1537z with BIRDS EYE (good levels here with 
fading) bcsting a 28-character EAM (Q4U3KM) with no simulcast freqs 
checks.  His voice audio only captured the first two readings of the 
preamble and the second reading of the string.
