[MilCom] Signal Identification Help

Hi All,

I am receiving a very strange signal on the following
frequencies, the mode appears to be USB:

19.739, 18.850, 18.365, 17.121, 17.107, 17.063, 16.987,
16.969, 16.943, 16.340, 14.868, 14.749, 14.722, 14.612,
14.352, 13.413, 13.073, 12.913, 12.884, 12.873, 12.848,
12.812, 12.725, 12.392

The strongest signal that I am receiving from this group
is on 12.812, 12.848, and 16.943 MHz.

Can someone identify what type of signal this is and
where it could be originating from. I sounds like these
signals are originating from different locations?
