[MilCom] RHET 01 over Barksdale with problem; 13927 kHz USB

It is 12:07pm EDT (1607z), and Robins KC-135R "Rhet 01" is over Barksdale AFB 
in comms with Raymond 19 at Robins via a phone patch on MARS 13927.  Is hour 
out of landing at Navy Carswell.  Has problem: #4 main tank aft body drain 
valve is inop. Wants suggestions from Maintenance.
