[MilCom] JSTARS 04 up

It is 9:51am EDT (1351z) and JSTARS 04, a JSTARS E-8 based at Northrop 
Grumman Integration Facility, Melbourne FL is up.  He is using VHF ATC freqs and was 
in comms with the Melbourne ground station on 231.75.  I heard him announce 
his QSY to "13909 hotel foxtrot," whereupon he came up there and kicked to 
green.
