[MilCom] KC-135 & B-52 Refueling on AR-302

I wondering what the term "crew" means.  Is it base ops types, flying unit 
pilots, or fire department personnel?
So basically what B52 aircraft are doing is "low approaches" versus 
"touch/goes"?
