[MilCom] Kenwood TS-530S

Can anyone in the group help me with a fair value on this radio. A
friend has offered it for sale to me and will not give a price but
thinks not under $200.00 is a fair price. 

It needs new tubes (2) for a cost of $90.00 and has a frequency drift
problem which I am told can be fixed with a circuit board alteration.
The rig is a 9 as far as cosmetics but in my option $125-$150 should be
my max offer. If anyone has a better idea on the value of this rig,
please share your thoughts.
