[MilCom] 13155.0 - OVER RATE

      13155.0 was active at 1734z with OVER RATE (weak/readable) bcsting a 
28-character EAM (4U3Z2B) and simulcasting same on 11244.0 (good/fair), 
8992.0 (fair) and 6697.0 (weak/fair). The same freqs were again active at 
1737z with OVER RATE bcsting the same string. H+07/h+37 activity.
