Sounds like ATC giving someone an Airport Surveillance Radar (ASR)
approach. Either actual or simulated (both controllers and pilots like to
practice these) it is an approach when your IFR but loose your nav's
Localizer/Glideslope instruments. You should also have heard "stop turn" a
few times in there as well.
134.875 is probably an approach freq in your area.
