Here's the problem as I see it. To make it a requirement to physcally see
a license before selling the radio is simply going to keep the radio out of
a law abiding person. Just like gun control, it keeps the product out of
the hands of a law abiding citizen however criminals are still going to
have access.
With radios, if people wanted to disrupt comms they don't have to go to a
ham dealer to make their purchase....they can "Do eBay"....or even visit
flea markets...or better yet look for ham who recently became silent keys
and make offers to the remaining family members to buy the equipment.
But anyway the fact is we have laws on the book to prevent this, its
already illegal to xmit without a license. Lets enforce and the laws we
already have, don't add more laws to a justice system which can't enforce
what is already on the books.
