[MilCom] MIL: 8992.0 - RAZOR 88

      8992.0 was active at 1824z with RAZOR 88 (fair/weak levels here) 
calling MAINSAIL for a signal check but stepped on by OFFUTT bcsting a 
154-character EAM (43XP2R).  RAZOR 88 not heard after the conclusion of the 
EAM xmsn.  Busy local mid-day for longer EAM strings.  A 171-character 
string around 1500z and a 26-character (+/-) NC... series string around 1750z.
