[MilCom] 8992.0 - PUPIL EYE

      8992.0 was active at 1711z with PUPIL EYE (good levels here) bcsting 
a 28-character EAM (DRQKWI) and simulcast same on at least 6697.0 (good) 
and 11244.0 (good) with nothing heard on 13155.0.  Back up with same at 
1725z (unheard on 13155.0) and 1755z (heard on 13155.0 and the other 3).
