[MilCom] Comms on 311.0

Yesterday (Thursday) around 17:00 local, I heard a series of phonetic alphabets & numbers given in the clear on 311.0. I've seen this freq listed as ACC Primary CH-9. First set was 11 alphabets & two numbers, and the second set 13 alpha, 3 numbers. No ID on the caller or receiver. The entire set was given three times. Any ideas?
