[MilCom] NJ8P????

Late this afternoon, I heard this aircraft depart
Willow Grove (118.450 Ground and 119.600 Tower.) NJ8P
is not consistent with an FAA registration number
since the second character is a letter, not a number.
Does anybody know who this may have been? Is it part
of a military tail number?
