[MilCom] Venezuelan Navy HF ALE Profile

All,

On 6 & 7 Dec 04 the Venezuelan Navy conducted a major exercise.  I noted this 
activity in HF ALE and was able to compile a good picture of the Venezuelan 
Navy HF ALE communications structure. 

Here's what I have been able to compile based upon my own monitoring as well 
as contributions from other SWL'ers.

But first a few notes:

1. The Navy uses both USB & LSB freqs. It appears that when using the USB 
freqs the ships use their names or some variation thereof as their identifiers.  
When using LSB freqs the ships generally use their pennant number, sometimes 
with a letter suffix, i.e. 61B for vessel T-61. So you're liable to see a ship 
identified in several ways depending on the comms freq used. 

2. In the case of at least one freq 08825.0 they use it in both USB & LSB 
modes.

3. In some cases the ALE is used to trigger encrypted comms (voice & data).
