[MilCom] MIL: 8992.0 - CACTI 81 and YOKOTA

      8992.0 was active at 0721z with CACTI 81 (fair/good levels here) 
calling MAINSAIL and raising YOKOTA (very weak/unreadable; often unheard) 
for a phone patch to a DSN 779 number. As of 0730z the patch has been 
unsuccessful.
