Has been up for a few hours with UHF EAMs (I caught them at 1614Z,
1644Z, and 1714Z).  Interesting item: rather than saying

   "<preamble>, STAND BY"
   [ pause ]
   "<preamble>, STAND BY"
   [ pause ]
   "<preamble>, STAND BY ... MESSAGE FOLLOWS"
   [ pause ]
   "<preamble> [rest of message]"

this guy has been putting the MESSAGE FOLLOWS directly before the
preamble of the whole message.
