[MilCom] SAM 28000

New to this area of monitoring...Listen to the Atlantic City area show today...Pretty neat...Anyway heard SAM 28000 on 124.6 am which is Atlantic City Intl approach/departure.....
I thought SAM 28000 would be Air Force One... 

Can anyone help me on this one... Is it Sam 28000 when the boss isn't traveling?  If that's the case who's playing hooky with his plane...
