[MilCom] MIL: 8992.0 - CASELOAD

      8992.0 was active at 0325z with OFFUTT (good levels here) calling and 
working CASELOAD (unheard here and weak to OFFUTT) with CASELOAD requesting 
a phone patch and OFFUTT requesting that he move to 11175.0.  Nothing heard 
here on 11175.0.
