[MilCom] Plip Pop

Intercepting a weird signal on 250.000 MHz that I can only describe 
as sounding like water drops ( in rapid succession) plopping into a 
pool of water. very strong signal with occasional fading.  Plip pop 
plip plip plip plop sound.

Anyone ever hear anything like this before?
