New Homeland Security Radios
The customs and border protection divisions of the Department of Homeland 
Security is looking for a low cost handheld portable land mobile radio 
(LMR) system.
Currently, Homeland Security has several LMR networks that are national in 
extent and scope. These networks operate in the very high frequency range, 
from 162 to 174 megahertz (MHz). These systems function with repeaters 
mounted on towers, thus providing extended coverage within a particular 
geographic area. Each radio can communicate with other users either by way 
of the nearest repeater or directly with other radios. The current LMR is 
similar in appearance and performance to many public safety handheld 
radios. But the government is seeking alternative solutions.
Homeland Security is looking for a new radio system with the following 
parameters:
(1) Frequency: 162 to 174 MHz.
(2) A minimum of four channels.
(3) Current DES FIPS-140 certified encryption with potential for upgrade to 
AES capability by December.
(4) Current or potential for upgrade to OTAR capability by December.
(5) Five watt transmit power.
(6) Eight hour battery charge (80-10-10 duty cycle).
(7) Commercial ruggedize (not required to meet military specifications).
