Interesting!  The Navy E-6 feeds the short wire and the long wire is the
counterpoise (grounded to airframe). The E-6 receives VLF/LF on the
TE/TM ferrite loop mounted on top of fuselage. There is also a third
wire referred to as the Utility wire.  Only 2 may be deployed at a time.

"The E-4 has two antennas the top one by the APU exhaust is the  short
wire 
antenna about 5000 feet long and its a receive only antenna along  with
the 
saddle back antenna about mid way down the length of the fuselage.  The 
second wire the long wire at approx 25,000 feet comes out a hatch on the
aft 
fuselage belly and that's the one for transmitting."
