In a bizarre way it makes sense.  The JT-8D-219 was developed as a more
efficient and quieter engine than the current JT3D (aka TF-33).  However
the engine develops more thrust, 21,700 versus 19,200, so more noise!

Using the high bypass CFM-56, ala E-6B, KE-3, and KC-135R, would be the
way to go, but would cost probably twice as much to do.  Besides, here
are lots of JT-8Ds out there to convert!

The early 707s and KC-135s(J-57) had JT-3C straight turbojets, with
water injection.  Watching one of those "water wagons" on takeoff was an
amazing display of noise and smoke, reminiscent of a Convair 880 on the
go.

I heard that flight, which emanated from the  nearby JSTARS facility
here 
in Florida.  The new engines are noticably  louder than the previous
engines. 
This was also noticed by other people in my  vicinity.
