Hi Frank,

Because I am totally blind, and since the ARRL does nothing to assist blind 
Hams in reading their materials and/or their web site, I am not able to read 
the particulars of said bill.

Is it possible for someone to get me a print copy and mail it to me by 
"regular mail"? I DO NOT want it sent to me by e-mail as an attachment, as 
since I have a dial up connection downloading a large file takes several 
weeks! Hence a printed version sent to me by regular mail I can scan with 
special software and convert it into a spoken document.

One comment: Based on the refusal of the ARRL to help Hams in the past with 
a bill they liked and Hams did not, they basically ignored the Hams. 
Frankly, I no longer trust the ARRL to act in the best interest of the 
Amateur Radio community!  Money talks and what is best for our hobby gets 
its walking papers. Such as the tens of thousands of Hams who raised their 
voice to keep Code, be it at five WPM. The ARRL sold us out, again. As long 
as the ARRL can suck bucks, they could care less about what is really best 
for Ham Radio.

As a published author, with everything I have ever submitted to QST having 
been rejected, as well as almost everything also rejected by other Hams with 
fantastic technical skills, something is wrong somewhere! For reasons that 
escape me, there is some Editor above all the Sr. Editors who decides what 
gets published. Now why bother to have Senior Editors, who's decision in 
almost every other publishing venue, results in an article being published, 
over ruled by an Editor above them? Why bother with a Sr. Editor! Makes no 
sense. But the downside is causing excellent technical articles to be tossed 
aside and some watered down junior high school level "technical?" piece to 
be printed.

And the ARRL wonders why they are losing membership?

Just my Lincoln Memorial Cents worth - The penny was 4.11 grams and 
contained 95% Copper until 1982! Then all but 2.4% of the Copper was removed 
and the weight dropped to 2.5 grams! What we now have is a Copper coated 
penny!
