someone ought to correct the flyer:
Date /Time:  Michigan QSO Party, sponsored by the Mad River Radio Club, from
1600Z April 19th t until 0400Z April 20th.   Stations may operate the full
12 hours. (12 noon to 12 midnight local Michigan time on April 20th )
