[MIham] SEC State RACES officer to all ALL Counties

As a reminder the position of Section Emergency Coordinator (SEC) is now
open in the state of Michigan.  This means we also need a state RACES
officer.

If you have an interest in serving in this capacity please let me know!  We
are now taking applications and will in the very near future be doing
interviews with all applicants.

Please be sure to pass this on to your membership as well.
