There is an open source utility called hp2xx (look on google
for the best archive sites) that will convert the HPGL plotter format
that many HP and other instruments output over 488 and RS-232 ports
into .png and .jpeg files.
It is available for Linux/FreeBSD/OpenBSD and probably most
other unix derived OSes, and I think a port to some flavor of Windoze
exists as well.
I have it here under Redhat Linux and it works more or less
correctly with HPGL from various things including my Anritsu el cheapo
spectrum analyzers.
You will, of course, need a utility of some sort (and an
interface board) to capture the 488 on a PC. National Instruments
boards are pretty much the recommended standard and are sometimes
available on Ebay - and drivers are around too...
