Agreed- almost certainly -48 or -24 volts DC. Try -24 (Briefly!!) and see
what the regulators deliver-if it's low try -48!
The rx front end will definitely need a good low noise preamp added for
1691(put it out at the dish feed and use decent coax from there into the
main rx/down converter) and bear in mind the IF will probably be several MHz
wide at 70 MHz. Best bet maybe to just use it as a down-converter. Re- tune
the LO chain and swing the mixer IF output up to 137 MHz so as to use an
existing sat rx in the first instance. In that case of course the 70 MHz IF
chain is a toss-out.
  A friend did something similar with an old OKI link rx some years
back-worked FB with a good preamp and a 1.5 metre dish- without the preamp -
no go.
