Greetings In 2003, I passed element 2 and element 3 exams (did not take the morse code exam at that time). At that time I was issued a technician license (KD7VHS). I am wondering if I am eligible to "upgrade" to general now, and how to do this? Do I have to mail my element 3 "certificate" somewhere? Thanks, Steve KD7VHS
