Jimmy,
The problem has been solved with the refusal to sync when
set to UTC. As you recall, it was searching for a sync at
9PM EST instead of 2AM even though the offset was set to +5.

I removed the batteries and started over, but this time I
did it differently. I set the zone to EST and ST, then using
CLK/CAL I set the format to 24hr.and continued to advance
thru the menu until I came to offset 0 and set it for 5.

Then I started the manual search for sync and left the clock
alone. The following morning it had set the year, date, day
and time for UTC (EST +5).

I am guessing that the no-no is to set the clock for local
time followed by a sync, and then later try to set it for
UTC.
When initially set for UTC it worked great.
