Dx spotting is no longer much done on packet via dxclusters, instead 
such spotting can be found on internet websites, on IRC channels or via 
email lists.  In fact, there isn't much packet usage except for APRS and 
similar usages.

What you might want for psk31 and similar modes is a decent modern 
supported sound card and most likely an interface from your transceiver 
to your computer, one name that comes to mind is rigblaster.
