Art,
   Any old timer will tell you , a blue glow on the inside anywhere on the 
glass is a sign of a 'gasy ' tube. Many tubes 'thermionic devices'  can 
continue to function for a long time after exhibiting this condition, 
however in a transmitting tube situation, I would agree with you , to be 
looking for replacements, post haste.

First thing I'ld do is check the tube.  IN the old days when I regularly 
used tubes, tubes glowing brightly were a good sign of failure, or a short 
in one of the elements to the filament or to another one of the tube 
elements.
