Folks,
I have had a first view on the amended bandplan and MS Procedure as agreed
last week in Davos. You can find that
at http://www.ssa.se/sektion_vhf/dokument/Final_C5_Recommendations_2005.pdf
It is very sad this is the result of a discussion of "our" representatives
who we have given the power to take decisions on "our" behalf.
2 points I would like to raise which are clear examples of failing to
understand
the real situation on 2 meter...
A. MS Procedure Point 9 states that any mentioning of information on the
chat,
cluster etc will invalidate the qso. GREAT that a third party mentioning
something
about an ongoing QSO will be able to invalidate the attempt. WHILE in
essence in
Point 8.d.1 one is allowed to "piece" together the required information.
B. The bandplan states now an alternative MGM aalocation between 144.150 and
180, with
144.170 being an alternative calling frequency. The interpretation of a few
station I
have seen on the hat are :
- Great - finally a JT65b Tropo calling QRG
- Fine - an EME calling frequency
- At last - a secundairy MS-FSK calling frequency
This indeed will be the basis for a complete mess, I am afraid....
(Mind you, the proposed extended allocation for MGM based EME use was not
accepted,
unfortunately this current allocation has proven already not to be enough,
while
acivity, especially with "small" stations is really exploding).
You will be able to read the rest of the amendments yourself. Make up your
own mind
if it is a good thing happening. Unfortunately I don't think that this is an
improvement...

(yes, I am active on MGM based EME and MS)
