Conrad, you might contact Guy, DL8EBW, as he was asking the same questions a
while ago.  He may have found an answer.  I do not think it should be
impossible to get Winmsdsp to run under modern versions on Windows.  I have
considered trying it myself, but there seems little reason to go back to
HSCW when WSJT works so very well.  In fact I might never be able to find
anyone in this country to run with on HSCW!

Below I have pasted Guy's original message on the subject, from 5/2/2004.  I
saved it thinking maybe someday I would have an answer for him, but so far I
have not had the time or inclination to experiment with it.

Hallo dear VHF MS friends,

I wonder if somebody can advise me, how to run the MSDSP with
DIRECTIO.EXE, so it will tx propper at WIN2000. I be not an PC
professional and after getting the program, not it request some
input, what i not found at my side...
I use an notebook, 800MHz/256Kb with WIN2000, latest MSDSP
version and whant to use COM1 output as used from OH5IY.
I have now always a short signal to the COM1 to tx but after
it is not stable to hold over the tx periode.
