[Meteor-Scatter] Update RK1B/1 KP61 Quadrantids

So times for expediton.

We start 2nd Jan morning, hope that afternoon or evening we are qrv and 
we go qrt 4th Jan morning.

For 70cm. We hope that setup is made during evening and 70cm we look 20 
utc 432200 ssb & cw. We try to work both who have interest, so Ilkka 
OH5IY and Ants ES6RQ ;))) But feel free, all others also are wellcome.
