[Meteor-Scatter] Problems with dj9bv bvo2-3 144MHz antenna

Hello I am OZ1LPR. I have build the first out of maybe 4 bj9bv 3lambda
10elem for 144MHz. 
The type is the BVO2-3 from Dubus magazine. I build it exactly after the
desciption. The problem is the vswr of the antenna. It is only 400khz wide
and lies from 144.500-144.900. 
My normal range of work is from 144.0 to 144.490. The vswr is 1:1.8 in the
lower part of the 2m band. I tried to put in a longer dipole. (folded type).
That has absolutely no effect. 
Does any of you had the same problem and know how to get the antenna good.
