A comment on LA0BY page about Leonids:

some of them 
were not very acquainted with the operating procedures. Those 
were calling continuously without following any periods


Yes , I noticed it too , and also on some old timers MS ops , some guys 
are calling on both periods accounting for long bursts , this has several 
drawbacks:

-impossible to QSO when there's no long bursts
-causing QRM locally , hams around have no quiet periods to listen....


In highly ham populated areas it is even better NOT to call cq at all , 
and only search and pounce
